• Call new core function that forces a bar hard cap to work around bad blizzard api timer code that starts infinite bars on Ruia
• Revert "Comment out all private auras that are no longer private. LIkely blizzard isn't done because what they did so far makes no sense. they left many still private auras supporting sounds and are EXTREMELY inconsistent with it. (some fights make it impossible to have GTFOs, but still allow sounds on the important debuff, while other fights took away main debuff but still allow GTFO sounds)."
