Adds DBM bar to track the health required to break the empowerment

Tested only in 10N and 25LFR.
In both these modes the break % is not 25 but more like 20.8 (sometimes 19% while others 22% probably due to small amounts of combatlog lag), so the health bar is a closs representation.
