Fixed Unresponsive UI Bug: Resolved a critical issue where the mouse would get "stuck" or the UI would become unresponsive if the alert disappeared (expired) while being dragged.

Drag Protection Logic: Added an isDragging check to ensure the frame remains visible and interactive until the user releases the mouse button, preventing logic conflicts.

Mouse-Up Safeguard: Implemented an OnMouseUp fallback to force-stop the movement, ensuring the cursor is always released correctly.

Precision Hitbox: Further reduced the frame size to 220x40 to match the text more closely, allowing for more precise dragging and less interference with other UI elements.

UI 먹통 버그 수정: 드래그 도중 알림 시간이 만료되어 텍스트가 사라질 경우, 마우스 클릭이 풀리지 않거나 화면이 먹통되던 치명적인 문제를 해결했습니다.

드래그 보호 로직: 드래그 중에는 알림 시간이 끝나더라도 마우스 버튼을 떼기 전까지 프레임이 사라지지 않도록 하여 로직 충돌을 방지했습니다.

마우스 떼기 안전장치: OnMouseUp 구문을 추가하여 마우스 버튼을 떼는 순간 드래그 상태가 확실히 종료되도록 강제 설정했습니다.

정밀한 클릭 영역: 드래그 범위를 220x40으로 더 축소하여, 텍스트 근처를 정확히 잡아야만 이동하게 함으로써 다른 UI 클릭 방해를 최소화했습니다.
