Tweaks the new Blizzard Damage Meter

Allows Blizzard's  Damage Meters to be resized 

  1. Adjust the frame width & height of each Damage meter. Allowing frame width to be reduced below the  Blizzard's edit mode  limitations.
  2. Anchor the second damage meter window to the left side of the main damage meter.
