Creates a timer window for Cursed Surges
- Uses UI map 2512 for waypoints.
- Uses GetServerTime() and a UTC Unix timestamp, so the rotation does not depend
on the user's computer timezone.
- The frame is movable, closeable, and minimizable.
- Closing the frame can be reversed with /mevents show.
- TomTom is preferred when installed; otherwise Blizzard's built-in waypoint
system is used.
