  [Minor] Remove CurseForge localization placeholders
• Remove the CurseForge localization placeholders
  CurseForge localization is not enabled for this project, and the packager
  aborts on the first @localization@ placeholder with "You do not have
  permission to manage localization on this project", so release-18 uploaded
  nothing. No translations have shipped from GitHub, and the addon falls back to
  English text, so drop the placeholders and the empty per-locale branches.
  Drop Luacheck's 541 ignore, which only covered those empty blocks.
