    GetLocalReadiness reads our own capability spells' true cooldown and the
    raid-wide Battle Rez charge pool now that those values are no longer secret.
    GetCapabilityStatus prefers it for the local player and falls back to the
    observed-cast model when unreadable. Remote players unchanged (comm only).
