TweaksUI: Cooldowns

FIXED: Buff Timer Bars sync from the Cooldown Manager Buff Timer Bars now pick up the buffs you've placed in Blizzard's Tracked Bars again, automatically when you log in or with the Sync from Blizzard button. Works on both retail and WoW Forever.

NEW: Visibility settings for Timer Bars Cooldown and Buff Timer Bars now have visibility settings (combat, group, instance, target, mounted), for each bar or for the whole dock when the dock is enabled. Find them on the Visibility tab.
