Concentration Tracker

This addon tracks and displays the concentration of each profession, shows restoration times, and provides an overview of when the maximum concentration will be restored.

- Main window — Each time you open the window (`/conc`), strings are refreshed from the current language (title, buttons, sort direction, profession filter label, forecast field and button). Avoids stale text if the language was changed while the window was hidden.
- Static popups — Delete-entry confirmation dialog text is re-registered when updating language texts (same pattern as stop-tracking / clear-ignore dialogs).
- Forecast — Hour/minute labels in target time strings use safe fallbacks if locale keys are missing; `time_to_target` format string is guarded when `L` is unset.
- Locales — Native `settings_window_title`, `hide_minimap`, and `hide_minimap_tooltip` for de, es, fr, it, pl, pt, ru, zhCN, zhTW, ko (previously only explicit en/uk; others relied on English merge).
