    Let current target jump the scan queue for a spot check

    If your WoW target is a tracked player who isn't confirmed "on" and
    isn't on RETRY_COOLDOWN, they're scanned next instead of waiting for
    their normal turn in the rotation. Still bound by the same cooldown as
    everyone else, so it can't be used to spam one player or get stuck
    retrying someone out of range.

    Also lowers RETRY_COOLDOWN from 10s to 5s.
