    Add lock/unlock feature to prevent accidental icon dragging

    Adds position locking via /cccs lock, /cccs unlock slash commands
    and a "Lock Position" checkbox in the settings panel. State persists
    across reloads in ClickCastCheatSheetDB.locked.
