Fixed

- `ApplyState()`: calls `MigrateSavedVars()` at the start of every apply so default `hidden` / `chatMessages` / `debug` values exist before hide/show runs (avoids briefly treating a new or partial `CleanArtDB` as “show griffons” if state is applied before `PLAYER_LOGIN` finishes).
- `/cleanart refresh` (and `apply`): `InvalidateCapsCache()` runs before `ApplyState()` so rediscovery picks up end-cap frames that appeared after the last cache build (e.g. late UI load or bar layout changes).

Changed

- `/cleanart dump`: when no end-cap candidates are resolved, prints a short localized hint (`DUMP_EMPTY`) instead of only the header.
- `.toc`: localized `Notes-ukUA` and `Notes-ruRU` for the AddOn list (aligned with existing `Title-` locales).
- `ADDON_VERSION_FALLBACK` and `.toc` ` Version`: 1.19.
