Fixes the previous reported problems with Beta4

I also reworked the queue initialization.

This will allow a user to modify the MIN_CHARACTER_LEVEL to anything from 1 to MAX_CHARACTER_LEVEL allowed by Blizzard (60)

While the census will run.. display adjustments will be up to the person modifying the ClassicCensusPlus.lua file i.e. you will also need to modify the ClassicCensusPlus.xml and further modify the .lua file to adjust the display window.

When WarcraftRealms.com is finally able to accept uploads, it will only handle from character level 5 up to level 60, as currently encoded into the released addon.
