Fix the CharacterInfo Frame for Cata prepatch with German Francais Espanol Portugues and Russian Client

- fix Inspect other player talents tooltip error; now it works again

- fix Moneyframe error "Message: …ce/AddOns/Blizzard_MoneyFrame/Classic/MoneyFrame.lua:579: attempt to index global ‘self’ (a nil value)"
