Fix OnlyWhenHealer not loading in options panel; remove stale comments
ShowOptionValue("OnlyWhenHealer") was missing from CantHealYouOptions_OnShow,
so the checkbox always appeared unchecked on open regardless of saved value.
Also removed two stale "Bug fix:" comments for a long-fixed issue.
