Bug fix release

• Fixed: Bar position no longer snaps back after dragging. The root cause was that Refresh() (which runs every 2 seconds and on every buff event) was recalculating and resetting the bar's position every time it ran. Position is now only set once on login/reload, and after dragging.
• Fixed: Bar position is now correctly restored after a reload accounting for UI scale, so the bar lands in the right spot regardless of the player's UI Scale setting.
• Fixed: Bar can no longer be dragged off the edge of the screen.
• Improved: Position is restored one frame after login so the bar has its correct width before placement, preventing a slight offset on first load.
