Buff Notify

V1.41 trigger events that fire before_expire and when_expire are now turned off and on when toggling those options,should lower resource usage when when_expire is selected

V1.40 changed the API i was useing for buffname and buffduration,problems with non self cast buffs should be corrected with before_expire settings

V1.37 knoticed that 30 min fort was not being displayed,corrected it,please POST BUGGS HERE,i will correct them

V1.32 corrected logic that prevented display of seconds in message to be accurate

V1.3 added options to spam message before buff expires,and customization for those options
