New configuration panel

• General: You can now change many static options through the config panel instead of slash commands.  (Slash commands will remain for now, but these will be pruned to all but the most convenient in a future update.)
• Player Database: Change balance of boostees, and their cost overrides.  (changing blacklist state in a future update)

Databroker (minimap icon)

• Mouse button changes: LeftClick opens gui, RightClick toggles ACTIVE state, Shift+RightClick opens configuration panel.
• Icon color now represents ACTIVE state.  grey:off, red:on.

New Features

• Waitlist: You can now enable/disable the waitlist and set a maximum number of players allowed on the waitlist. (to help reduce spam)
• Balance Whisper Threshold:  You can now set a threshold when boostees will receive whispers about the current balance. (to help reduce spam)

BUGFIXES

• Fixed a bug that caused defaults to sometimes not copy into database.
• Fixed a bug that caused the minimap to not always display when initially updating its state.
