Added dynamic scrolling
Now, players can use CTRL+Scroll anywhere on the tooltip to resize it to their desired size.
Added an automatic scale feature so the player's tooltip renders appropriately to the resolution. This, combined with the CTRL+Scroll feature, enables players to exert maximum control.
