BlinkAlert

1.03 250224 Fixed issue where BlinkAlert was triggering on global cool down event spamming the sound. Changed entire code to a timer system since there seems to be only 1 rank of blink and no talent to reduce blink cool down in Classic. If there is a way to reduce Blink cooldown that I do not know about I will need to find a way to account for that in a later version.
