works in 4.0 but with known positioning bug

    - actually pass the event in to the options panel so we can load from SavedVariables
    - register events with the frame instead of using the this global
    - switch argument less function calls to attribute form
    - remove non-existent event handler reference
    - help message typo
    - update TOC and version number
    - use correct name (from copy-paste)
