Fix CS flashing for Arms warriors

This should now flash appropriately and, more importantly, should no
longer ignore all other abilities while under CS.  (Which is probably
the worst way for it to fail ever, but so it goes.)

Implement Prot rotation for 6.0

This only covers Prot-the-tank, and not Gladiator stance.  Sorry.

That is going to have to wait a bit before I can test it, and without
testing I don't want to unleash the true horror onto the world.
They nerfed it into the ground anyway, though, right? ;)
