Add BIS gear UI window and tooltip marking

- New /bgc bis command opens a browsable Best-in-Slot gear list
- Spec dropdown (defaults to current spec) and difficulty tier selector

- Guide link row with clickable Wowhead icon per spec
- BIS items marked in gear comparison tooltips
- Scraper scripts fetch BIS data from Wowhead guides for all 40 specs
