Az Quest Reader
AzQuestReader is a lightweight WoW add-on that listens for NPC gossip/quest/book dialogs, prints the text to chat in say/emote style, and reads it aloud via the built-in TTS. It auto-selects a male/female profile and lets you set rate/volume/voice

TTS voice will not change and I am not able to fix it but the speech volume and rate will change based off of the gender of the npc in the options
