### Fixed
- Restored the **Proc Prediction and Logging** area in the Builder tab.
- Fixed the Builder tab layout so proc forecasting is visible again instead of being hidden or pushed out of view.
- Reworked the Builder tab layout:
  - Upper area now contains the two spell/rotation columns.
  - Lower area now contains the full-width proc prediction/logging panel.
- Both Builder columns are now independently scrollable.
- The proc prediction/logging panel is now scrollable.

### Changed
- Builder tab now uses an approximate **75% / 25% vertical split**:
  - ~75% for the two Builder columns.
  - ~25% for Proc Prediction and Logging.
- The proc panel spans the full Builder tab width below the columns.
- `Copy Forecast` remains available and copies the full proc forecast output.

### Notes
- Offensive/healing filtering from 0.2.92 is unchanged.
- No casting, automation, protected actions, or combat execution behavior was added.
- This is a UI/layout repair focused on Builder usability and proc visibility.
