Features: slash commands /aclock show, /aclock hide, and /aclock config shows UTC date/timestamp above the player frame can be added to Titan Panel

The 'PlaySoundFile' call is unexpectedly non-blocking.  I do not know exactly when the sound finishes playing so I could not put 1 clock strike in a loop.  They would all seem to strike nearly at once.  So, I had to make 12 audio files to work around the problem and that seemed to bloat my .zip file.
