Refactored registry shuffling due to actors being potentially ignored during ApplyTorchState
Changed:
- Moved ShuffleRegistry function to before ScanForActors
- Removed ShuffleRegistry call from ApplyTorchState
- Added ShuffleRegistry call to ScanForActors to ensure registry is shuffled before processing
- Disabled Tortuga Mist Detection since it doesn't work and causes random crashes
