SimpleActuator

Simple addon to remove the background art from the Medic's resource bar and tweak it's behavior.

• Entering/leaving combat no longer alter the resource bar.

• Innate now only highlight the actuators (background effect removed).

*** It do not replace the official Carbine addon, can be moved/scaled with Movable Frames (by elidion)
