Simple addon to remove the background artwork and tweak the Medic's Actuactor behaviour

Description

Simple addon to remove the background art from the Medic's resource bar and tweak it's behavior.

Entering/leaving combat no longer alter the resource bar.

Innate now only highlight the actuators (background effect removed).

*** It do not replace the official Carbine addon, can be moved/scaled with Movable Frames (by elidion)
