Local Quest Tracker Advanced

New Features:
- Revamped the Positioning
- Implemented easily extensible Settings Window (But i think i will change it again)
- added slash command /lqta reset (I know lqta is a horrible shortcut)

Fixes:
- fixed repositioning bug which occurs with custom Datachrom (I hope so, the Revamped positioning doesn't use a single original function. ^^)
