Housing Repair Alerts

Initial upload for testers. Loads to test.

Known issues:

 - Icons are misaligned with the text in the alert popup

 - Displayed text needs a complete review

 - Configuration layout isn't great

 - Chat might be better off using a different channel

Some configurations I can't easily test:

 - Housing with fewer than 6 filled plots

 - Zoning in (or using "/repairalerts test" while a plot is building)

 - Zoning in to a warplot (should be safe, but I don't have one to test against)

 - Test against as many of the plugs as possible

 - Verify that it doesn't make a non-English client explode

 - A few edge cases that can test for memory leaks (opening the bubble a lot of times without letting it close, zoning while the bubble is showing, etc.)

Command line:

 /repairalerts -- Shows the config UI

 /repairalerts test -- Shows the alerts as if you had just zoned in to the current zone
