Little add-on that freezes the animated portraits in the Carbine's (Vanilla) TargetFrames Add-on

-The add-on now properly waits for "TargetFrame" to finish its loading, instead of using a timer which in some cases, not long enough
-The saved settings should apply after load-screens and such due to the change above
-Changed how the code works, and cleaned it up
