Fixed an issue for items without any budget based properties (read: items without primary or secondary stats such as some gadgets) but contain rune slots not generating an stat summary.  The only case for this I'm aware of is gadgets such as Attachment Optimization Routines, stat-less but contain runes which would give them stats.  Should more stat-less items with rune slots appear in the future, it should work for those as well.
