LibApolloFixes added as a library for non-Carbine addon support.

Added support for non-carbine addons: tooltip and chatlog linking.

ETooltip will now attempt to hook in to any tooltip addon that replaces the Carbine addon ToolTips.  How well this works will depend on the addon replacing ToolTips.
