Many user-requested changes in this version:
Always shows group plates (to address concern of Aerics)
Option to hide other player cast bars (damunchy)
Added a Text button to show nonplayer character quick info in the guild box, though not all features requested (Vinionk)
Added a show resource bar option, which is a thin line between the bars and name that shows the class resource (Brash)
Additionally, added the option for this resource bar to be shown for ALL players
Added the option to always show Interrupt Armor (Aeterna)
Added bar scaling ONLY to Cast Bar, Vuln Bar, and new Resource Bar for now (VicusTera).
Visually, I'll have to work more on tweaking icons and such to allow this for all bars, and it is especially problematic with arc bars.
