Not Only Titanium - Expanded scanning rewards

Scanning now rewards various resources instead of only Titanium. Previously scanned and discovered objects always give additional materials, while undiscovered scans also have a chance to drop resources too.
What's new
-Scan rewards now always follow the hosts loot settings. Previously, a players own client could influence what they received. Now every reward is decided using the hosts configuration, so drop rates are consistent for all players on session
-Drop chance descriptions have been rewritten to be clearer: sliders represent a resources weight relative to other items in the pool, not a fixed standalone percentage
-General cleanup for long-term stability. No gameplay impact
