It works simple: on the restaurant lot choose Lot Challenges:

Fine Dining makes all prices ~10x higher. Mid Range Restaurant – ~5x higher. And you can actually have both challenges at the same time (if you want your sims to suffer paying ~50x more than usual).

So, yeah, you can set up prices for each restaurant separately!

Note: it doesn't mean the increase is precise, because everyday various discounts are applied, and there are other conditions that change the prices for each Sim (i.e. the Heroes of Strangerville don't have to pay for food at all).

Water is Not Free

No more free water in restaurants – it will cost at least one simoleon!
