Wish Happy Birthday

This mod adds a new interaction, Wish Happy Birthday, on the birthday sim at a birthday party, sims who have the sad "Forgotten Birthday" moodlet, or sims who have recently aged up. The game has a hidden buff that gets added when a sim ages up that lasts three days. That's what I used to test whether a sim has recently aged up, but NPCs don't usually get buffs unless they're on your lot when they age up. This means the interaction may not show up for all sims who have recently aged up, but the main goal of this is to have a way to remove the "Forgotten Birthday" moodlet. If a sim is sad from their forgotten birthday, you can Wish Happy Birthday and the buff will instantly be removed. Sims can also use the Celebrate interaction on a cake with candles to remove the buff themselves.

There is also a version where the Wish Happy Birthday interaction will always be available, regardless of whether the sim has the relevant buffs or roles, if you just want to use this interaction for storytelling. Only select one of the two versions to put in your game.

I also included an override of the birthday party event goal to compliment the birthday sim that makes both this new interaction and the Congratulate interaction count towards that goal.
