Fixed issue preventing NPCs from autonomously booking rooms in certain conditions.

Temporarily disabled rummaging trash and mailboxes for secrets to prevent exception as it expects a residential home owner.
Continental Breakfast Surfaces are now limited to 3 surfaces. Limits have to start being added as people are abusing the system and expecting the game to still perform at 100%.
