Sky Lanterns for All

Now all Sims can release Sky Lanterns!

Any Sim that is outdoors can select Self -> Release Sky Lantern and watch the lantern float away.

Does not conflict with any Sim that has the ability to release a Sky Lantern due to their "Child of the Village" trait.

Notes:

• UPDATED 12.25 - I noticed that some Sims were releasing too many lanterns autonomously, so I added a cooldown.
• Requires For Rent.
• Requires Lot 51 Core Library (NOT XML Injector)
