This mod attempts to stop the game from spawning/creating NPCs in the background, specifically from the Seasons dlc.
You won't have so many of those walkby children in Scout uniforms, plus a few other townies. This mod does not stop Father Winter so your Sims can still celebrate.
Use with the NPCO base game mod.
