Makes NPC families spawned by the game use the same genetics system applied to Sims born in-game

- Fixed: Families downloaded from the gallery or created in CAS and placed as homeless households were having their genetics overwritten. The mod now detects player-created and gallery sims (which have no sim template ID) and ignores those households entirely.
