No Music Track Upload Cooldown (unlimited track uploads)

This mod modifies the tuning so that the so that there is no limit on the quantity of music tracks can release in a day from the Mix Master Music Station from Get Famous. (where the limit was previously once a day).

This modifies the tuning and simdata files for "commodity_MusicProductionStation_ReleaseCooldown". This mod in theory should not break, but I only made this one because other people's broke so who knows 🤷‍♂️.
