no-comedy-skill-until-elder

This override disables comedy skill for all sims except elder sims.
Maybe it already exists somewhere, I did not check.

I've made this because a lot of my sims have very quickly become comedy experts by watching TV.
It's not really a bug or a problem, but those experts also very quickly make all other sims hysterical because of autonomy.
