Moodlet Solver Potion Occult Sim Fix

Just a small little mod to fix EA's oversight on the Moodlet Solver reward potion not re-filling the Vampire Energy motive. s a bonus, it also will reduce Spellcaster's Charge and Werewolf Fury.
