Hire Repair Preference Fix

Fixes the Hire Repair Service interaction affecting the Handiness preference.
In a vanilla game, sims can gain a Handiness like/dislike from calling the repair service. They will also gain buffs if they already have either preference.
It makes little sense, as the interaction does not affect the Handiness skill at all.
This mod removes all preference-related code from the Hire Repair Service interaction.
