[GTW] No More Active Promotion Requirements

- Now compatible with Kuttoe's Career Overhaul! Simply replace Kuttoe's modified Get To Work career requirements with my edited ones if you wish to use these two together, that should spice up your game further by adding additional degree requirements (in the exact same levels as Kuttoe has, consult readme file for details.)

Kuttoe's Career Overhaul is *not* required for the mod to work.

- The promotion requirements few levels have been tweaked for better balance and logic.
