Cat Hangout is now a Lot Trait Challenge so it doesn't take up a lot trait slot AND it is allowed on all venue types.

This mod changes this Lot Trait to a Lot Trait CHALLENGE so that it no longer uses up a Lot Trait slot!
Also, it is allowed on ALL venue types! And, with updated version 11.24, you'll see MORE cats!
