Found in the Decorations/Paintings and Posters section of the build/buy catalog, they cost 320 simoleons each and have been assigned a happiness environment value of +2.

Each image comes in 4 frame colours, so you can pretty much put these anywhere!

Note: Tagging in Venues just means that it's possible the paintings may show up there arbitrarily. If you don't like that, simply open the package of choice in Sims 4 Studio, go under the Tags tab in Studio, then unclick the venues, Apply To All Swatches, and save. Done! :)
