You can find it in Decoration (Wall)
Can moved any time or placed in a Sims inventory.
Can be given as a gift (Need Seasons Pack)
Different traits of Sims will have different impact effects.
When you selecting "Move Closer" will make your Sims stand in front of it. And selecting "Invite Here" allows you to choose multiple nearby Sims to gather around the object. This is the closest I've come to creating a billboard effect, making it easy to gather multiple Sims for promotions or other interactions.
You can invite Sims to view the artwork.

Two Options:
1. Appreciate this artwork
2. Invitation to view this artwork
If the Sims are too far away, they might arrive at the location but get distracted by other objects (like a TV or computer).
In this case, invite the Sims who are already present again, and they will gather around to view the artwork.
It is especially recommended to place the artwork in an open space. You can also use this feature to hold art exhibitions.

Can be set as an heirloom. (Need Life and Death expansion pack)
