That moment when...
...you realize you just spent 6hrs editing an older version of your mod that has html issues.
So yeah, apparently I updated the wrong file, and once again a couple POIs refused to spawn with the RWG. Luckily this was an easy enough fix since I just needed to swap out the html files for the newer versions.
